Giving GWB some of the blame is worth considering. He was in office eight months before it occurred. That would've been plenty of time to have a plan in motion to remove invaders from the US. Especially with his background as a flyboy, you'd think by that time there would've been fighter jets in the air 24/7 patrolling our east coast.

GWB did not come into office and do what Trump promises to do. That is to talk to the Generals and make necessary changes day one.

How come nobody until now has had the guts to say GWB isn't totally free of blame?

Fifteen minutes after the second plane hit, GWB should have picked up the phone and fired CIA Director George Tenet. No excuses, no backtalk, no nothing, just fired.

And if he had the temerity to ask why, Bush should have told him, “Tenet, if you have to ask, you’re too damn dumb to be CIA Director.”

We pay untold billions of dollars for spies, analysts, and God knows whatever else every year, yet they always catch us with our pants down.
