Seems to me these smart cartels are making very sweet deals to get businesses to manufacture items that in turn are being used as shipping containers back into the us with drugs.

Nice that US companies can actually get US tax incentives for moving to Mexico. And they factory they send is actually them “exporting” a factory.
At a bare minimum I don’t think we should be incentivizing them to do it with the tax code.
I would doubt the overall savings by moving to Mexico shaves 4 cents on the dollar. But American executives would sell their children for less of a margin that that.
