Suppose Texas charged a fee to any company who moved a job out of state.

Interstate taxes and tariffs are unconstitutional.

I know that. Do you not get the idea here? Make it a country instead of a state if you have to.

Is it an incentive or disincentive to open an office there?

I believe New York or Connecticut or some other deep blue state has begun charging an "exit fee" when companies leave.
