This is a fallback option for Kerry. In case he doesn’t get the Nobel Peace Prize for his deal with the Iranians, maybe he can get one for peace in Syria...which he would have to share with Putin, Lavrov, and Assad.

I seem to recall another deal in Munich that worked, well, not so well for the Czechs. But, British PM Neville Chamberlain bragged about his deal with Reich Chancellor Hitler as “peace in our time”. On 1 September 1939, the world began a six year blood letting on a massive scale caused World War 2.
If Kerry is going to Munich to announce a Syrian War ceasefire, yeah, I'm sure that's really going to work....NOT. John F’ing Kerry is a legend in his own mind as a diplomat. Oh, yeah, did you know JFK was in Viet Nam? We're still not sure on whose side he was fighting. Some think it was with the VC/NVA.

He is likely using Saudi Arabia as the wedge to get this treaty going. Saudi Arabia is saying they're willing to send troops. Since the Syrian government president is Shia they would be indirectly helping ISIS.
If the Saudi's really do show up. This could get ugly fast.
