One suspects that the Chicago (and probably many other cities as well), are perhaps intentionally and artfully under-reported.
No facts, but it’s a strong hunch that they just might have ways to tidy up some of the embarrassing statistics.

There are plenty of facts out there. Many cities under report crimes to the FBI.

I’m guessing the numbers they use are per capita or something.. St. Louis and Detroit are only a fraction of the size of Chicagoland...
I live up here and get to St. Louis quite often - it’s a great town - the good parts - but I’d wager half the town is FUBAR.. you can’t say that about Chicago... the bad part of Chicago is actually pretty small compared to the size of the city..
