Yes, but a President can pardon someone pro-actively. Remember Ford pardoned Nixon for any crimes he MIGHT have committed between certain dates. Obama could do the same for the Clintons. There doesn’t have to be a conviction for a pardon to be issued.

Clinton's certain dates are from the time she was first lady in Arkansas to the present. That's a lot of pardon.

That is so absurd I would hope all Americans would want to get an authoritative legal opinion on that, or else our entire system and culture fails on the spot.

What could then possibly prevent Hillary from killing Trump? or her husband? or... ?

Obama will almost certainly pardon more people than any other President ever. He may Pardon more than all other Presidents combined

This guy might decide to pardon thirty million aliens for breaking our immigration laws.
