False, before Rubio was Senator, he was #1 legislator in Florida, Speaker of the House and delivered balanced budgets, cut taxes and got through conservative legislation. Yes he is first term in the US Senator, but has been there 50% longer than Cruz and 50% longer than Obama when Obama ran for Prez.
