Experts on all sides of the issue have acknowledged that there has been no ruling directly defining “natural born citizen”. No election board has the authority to interpret the US Constitution. Yes, Congress has made laws governing which people are US citizens at birth but Congress has never had the authority to define the terminology of the US Constitution. The judiciary is specifically required to decide cases when the meaning of the Constitution has to be interpreted and this is clearly one of those situations.
