This only defines the states from the country in that a state may grant suffrage (and other privileges) but not citizenship.
For the purposes of our discussion, Texas can accept Ted Cruz as a resident and even allow him to vote but cannot bestow citizenship.

That LII cite contains some serious errors, misstating the contents of certain SCOTUS precedents.

For example, it cites Rogers v. Bellei as speaking to the subject of residency (of the citizen parent) precedent to the birth. That case is on the subject of residency (of the child) subsequent to birth. The piece falsely asserts that most of the categories in 8 USC 1401 are not naturalized.
