The Constitution specifically enumerates Congress with the authority to set the rules of naturalization. That includes who does and does not need to be naturalized.

If you understood your Constitution, you would know the President is elected by the States. A case will only go to SCOTUS if the States disagree.

According to the Immigration and Nationality Act of 1952 301(g) Cruz was a citizen at birth.

Does that equate with natural born?

I don't know.

According to that same section soetoro is not a citizen if he was born outside the US.

If he was born in Hawaii then he is an anchor baby, not natural born.
