He says that deported non-criminal illegals can apply like anyone else in the world to become legal immigrants to the U.S. That will allow some properly vetted ones to come back in, but I saw him say on TV that they would have to get in the back of the line to come in legally. He has also said that the legal immigration process should be expedited, but its rules should be rewritten to ensure that people we let in will truly benefit the country (he brought up the Canadian immigration system, which values higher education and needed skills, as an example).
