Democrats vote for delegates. So if there are 4 delegates in a town and you have !,000,000 voters and your opponent 0 voters you still get 4 delegates. If another precinct you have 0 people and your opponent has 25 and 5 delegates then your opponent would have 5.

You would have had 1,000,000 voters to 25 and you would be down in the delegate count 5-4.
