25% a year, each and every year would be a very good thing.
Start at the Federal level.
And then have the States follow suit.
Keep trimming it back until we get to a functional government that does what it is required to do by the governing documents.
Silent Cal cut his budget, in actual dollars, nearly in half over 7 years.
25% employee elimination the first year is a good start.
