From everything that I hear - and I used to work for the Bureau - the agents working these investigations are just waiting to see what DOJ and the White House are going to do. You can count on some major leaks if the Bureau recommends indictments and DOJ takes no action.

What has Comey and the Bureau’s leadership absolutely incensed right now is the comments coming from Josh Earnest and the White House regarding the direction of the investigation. If I may paraphrase; “...we’ve been told that the secretary isn’t really a target” and “...we’ve been told that the investigation is not indicating a possible indictment of the secretary.” Now that Obama has shown up as a recipient of some of those emails - after he denied knowledge of Hillary’s private server - the Bureau would have a little more leverage...

Where would the option of appointing a special counsel come in? I don't know much about them, really can only think of Ken Starr... but I heard pundits on a few news shows today saying a way around the grand jury would be to go directly to appointing a special counsel which would take years.... is that even possible? I have to learn about this as a tactic, I only know what I heard and don't really understand what kind of a chess move that would be??
