I think the message we should be getting from this is that the Clinton Foundation and the U.S. State Department were basically functioning as one organization, for all intents and purposes.
That's why the earlier e-mail dumps included one set of e-mail messages between Hillary Clinton and Sidney Blumenthal -- that @sshole lawyer from the Clinton administration who now works for the Clinton Foundation -- discussing the aftermath of the attack on the U.S. facility in Benghazi.

Of course it's arrogance, plus, like the White House, no one on the staff would stand up and say 'Wait a minute, this may have legal ramifications.'
A friend of mine worked in the White House during the Clinton years and he always said you did not tell Hillary or Al Bore NO if you valued your job. He always referred to Gore's staff as the Hitler Youth. This is a guy that was a die-hard liberal in 93 but turned into a conservative by 99.
