Yes, if he/she is also a natural-born citizen of the United States of America, like Cruz.

BTW, Cruz gave up his Canadian citizenship a few years ago.

There is no doubt that Ted Cruz is a natural-born Canadian: born in Canada to a naturalized Canadian father. The question is: can you be a natural-born citizen of two countries at the same time?
