There is an obscure rule for the 2016 nomination:
“Each candidate for nomination for President of the United States and Vice President of the United States shall demonstrate the support of a majority of the delegates from each of eight (8) or more states, severally, prior to the presentation of the name of that candidate for nomination.”
Before Trump started sweeping, there was a lot of talk that in as crowded of a field as it were, there might not be a clear nominee. Cruz was determined to make sure that he nailed down 8 wins to qualify for his name to go forward. The territories do count as state wins for the process, so a win on Guam would be part of his strategy.

They’re so good a picking delegates that their votes gave the Kenyan the nomination last time so how do they explain this new direction? I smell a RAT. Most likely they’re throwing in with Cruz to take away votes from Trump. When election time rolls around, Hillary will tie the Canadian up with all sorts of ineligibility suits and BINGO! the Clintons are back in the WH. Or the Kenyan cancels everything and gets his 3rd term. Either way, Cruz isn’t helping the country.
