It looks like bullet holes in the windshield when the camera pans around to the front. So that gives the story, of them being fired upon so he took off, some credibility.

Yep, appears to have holes in it. I’d say he was shot at least twice after he exited the vehicle. The only reason the LEO got hit was because he ran directly front of the vehicle. They were clearly trying to avoid a collision with the LEO vehicles.
If it is bullet holes then yeah, shot at the first stop or they started shooting as soon as he came around the bend.
They set up on a curve deliberately so he wouldn't see them until the last second and only have time to do what he did, drive into the snowbank to avoid hitting the vehicles.
The agent that was "hit" obviously moved from his vehicle into the path of the truck which was driven into the bank to avoid hitting the vehicles.
Obvious shots into the vehicle and they knew there was an unarmed young girl in it.
