When one has a nearly unlimited federal budget, hundreds of agents, firepower out the wazoo, armored vehicles, helicopters, drones, surveillance software, and the ability to withhold water, food, medicine, electricity, and fuel...it should not be THAT difficult to arrest someone without shooting him.
