You wouldn’t lower your arms for any legitimate reason if you were in that position. He didn’t anticipate the LEO behind him and though he could get the jump on the LEOs in front of him.
Or he got shot.

I’m reminded of the the guy that was shot at the Costco in Nevada (Las Vegas?).
Witnesses there said one cop shouting “Hands up, hands up!” and another one yelling “Drop the weapon, Drop the weapon.” (It was in a holster) and another yelling “Get on the ground.”
So yeah - I could see Lavoy seeming to look around surprised and trying to figure out what to do. If it was me and I wanted to get a drop on the cops I wouldn’t have my weapon tucked inside a layer or two of clothing and having to fumble for it.
Of course if it was me - I probably would have crapped my pants looking in the rear view mirror with all the rifles pointing at my back and gotten out of the truck then. I was surprised at how much time passed while they sat there after the first stop.
I wonder what made them think that they would have safe passage to their meeting? I wonder if someone had promised them safe passage?
“Hey - they stopped us. I thought Mr. Jones said we would have safe passage to get to the meeting? Isn’t he in control of all these guys? I think we should just go - those cops are just bluffing. We have safe passage. What do you think? See if you can get Jones on the cell - oh no recpetion? Hey, if they really wanted to stop us they’d be shooting by now. I say we keep going....”
