I'm sure that Trump will give the money with the stipulation that it be used specifically for Medical Treatment or the like.

In fact, I'm betting that Wounded Warrior has already said that that's what they would do.

Someone might have better knowledge than I do on this subject, but it is my understanding that charities are allowed up to 65% for administration costs. If so, then they are within the allotted range.

No it didn't. It spent 60% on it's programs for wounded warriors, 6% on administrataive costs (salaries included in this and some of those salries are excessive) and 34% (could be off a few points) on advertising. The advertising expense is high but it's what drives their donations. You can check for yourself on Charitynavigator.org.
