The FBI is ready to indict Hillary Clinton and if its recommendation isn't followed by the U.S. attorney general, the agency's investigators plan to blow the whistle and go public with their findings, former U.S. House Majority leader Tom DeLay tells Newsmax TV.
"I have friends that are in the FBI and they tell me they're ready to indict," DeLay said Monday on "the Steve Malzberg Show."
"They're ready to recommend an indictment and they also say that if the attorney general does not indict, they're going public."

FBI just refers. AG will have to green light any incident and that’d come from the top.

They’ll go public. I think I heard Obama say something in support of Hillary today. Hillary gets taken down without Obama’s obvious finger prints on it.
Prosecutorial discretion. Under American law, government prosecuting attorneys have nearly absolute and unreviewable power to choose whether or not to bring criminal charges, and what charges to bring, in cases where the evidence would justify charges.

Probably just what passes for journalism these days. As DeLay said, if the AG doesn't take action on their recommendation, they are prepared to go public. So you are correct that the FBI does not indict; it makes a recommendation for indictment.
The FBI has also been leaking like a sieve lately. Hillary and friends have been doing damage control as a counter. I have no doubt the details of the Clinton’s criminal acts will be made public if Lynch stonewalls. Comey will see to it. Look for someone to write an expose if it hasn’t already been written.
Between Trump, the commie who wants to rein in the big banks, and the media who can’t ignore Trump, the Clintons are dead meat.
It will be explosive. There’s no way it can be covered up.
