Yep, and there was a US drone flying overhead observing it all. IMO Obama and Hillary were afraid of collateral damage. It takes the President to OK a military attack across an international border or a violation of another nation's airspace.

My guess is they could not afford a Black Hawk Down so they just hoped the Libyans could protect them. Who knows what the real reason for the meeting was and could have been SAMs which could shoot down air cover?
