TEXAS DOES NOT HAVE A CLOSED PRIMARY. When you vote in the primary, either Republican or Democrat, that makes you a Republican or Democrat then and you stay one until the next primary two years from then. At that time, you again choose the primary of your choice.

Beck may vote Republican because no one in Texas right now is either party until he/she votes in this primary. It is the same for me, I may vote Republican or Democrat and my choice this primary makes me of the party for which I vote.

If Beck votes in TX, he can vote for Cruz on March 1. If he lived in District 121, he could vote against Joe Straus for state House Speaker too.
