Why is there “Federal Land” outside of military bases and National Parks voted on by congress?

If the land is not designated as one of the two above, then the land belongs to the States and the people within. If the majority of land is owned by the people (which it should), then the gov’t will benefit from the proper tax revenue. So it seems that holding land in Federal and State gov’t hands is counterproductive to them.

Trump seems to be moving to the center with his statements these days which is very dis-concerning.

Because there were federal territories and federal land long before there were Western states. And though various homestead acts and land sales the government made a lot of land available to individual citizens. When populations became large enough it recognized states.
