Protect the American citizen from an invasion of criminals outside the USA seems to be within that law.

I had not considered that. You win.
Can’t stand the cycling crowd. They think they own the roads. They come from uber lib Austin to play at being Lance Armstrong in their speedos and aero dynamic helmets. That’d be fine if they could peddle 50 mph but they can’t. They get on the road into town that’s one lane, a steep drop off on one side and hills with blind curves and wobble all over the road struggling to peddle fast enough to keep their bikes upright. Of course, they get upset when a car rounds a curve and has to slam on its brakes and honks because they’re in the middle of the road. I dread driving into town because one day someone, maybe me, won’t be able to brake in time and it’ll somehow be the car driver’s fault. They’re morons who have no consideration for anyone else. Find a road or bike path that doesn’t endanger their lives or the others on the road.
"Bike path" is a term that the local cyclists use when referring to sidewalks. This is why the most dangerous place to walk in my neighborhood is on the sidewalk. Incompetent cyclists ride on the sidewalks because they think it's easier than learning and following traffic laws.
