For example, one could negotiate an option for a very modest fee that would have a second tier if a corridor were completed, and not before. That would get neighbors working out the details. Things would be different, but it doesn't mean they couldn't work. For example, the bulk of the roads in much of California were first built as private toll roads. Those rights of way were assembled without eminent domain.

You have no clue. We could go back to the days where every property owner erected toll gates to their property, or you neighbor upstream diverted your water until you dried up and sold to him. Good grief individuals can be just as crooked as corporations and governments, that is why we are supposed to be a nation of laws not men.
