In the absence of a clear distress call from the boats that loss of life was imminent, why would the U.S. call Iran for help?

They didn’t. The boats were a means of getting a secret high value terrorist to the Iranians without being included in the public prisoner swap. What are the odds that this happens just three days before we find out that there have been secret ongoing negotiations with Iran for a prisoner swap? Where the hell is the blind sheikh?

That guiding principle of this administration...

Never let a good crisis go to waste.

Or is it, never allow an opportunity to screw America not develop?

Maybe they just had a couple of boats to give away.
