Cruz only became a US citizen after he received official recognition by the government.

Laughable. Assuming you were born inside the US, would you then stipulate that you became a citizen only after official recognition of your arrival (with the issuance of a birth certificate)? After all, you could not prove your citizenship absent that document, which takes at least hours and usually days to prepare, running the bureaucratic gauntlet.

Right. The official recognition happens at the moment that you are born. And a birth certificate is issued.
