Laughable. Assuming you were born inside the US, would you then stipulate that you became a citizen only after official recognition of your arrival (with the issuance of a birth certificate)? After all, you could not prove your citizenship absent that document, which takes at least hours and usually days to prepare, running the bureaucratic gauntlet.
