If the 16th Amendment were repealed and replaced with a small nucleus of rules by the States and the People, almost everything else would fall into place eventually. But they would have to be extreme, with no exceptions ...
( Obviously more would be needed to make it iron-clad bulletproof, and other areas need to be addressed, but this is a solid strike at the heart of the problem )
A simple flat rate on sales that affects everyone, citizens and aliens alike would be the only thing allowed. No exceptions.
The problem is that corrupt thieves in the District-of-Criminals have astonishingly invented something that no-one could have ever anticipated ... An American Express Black Card ... It has no limit, and is nominally billed to some not-yet-born future generation. They are spending our grand^5kids money at an ever-increasing rate.
Before someone whines that such a step is extreme, remember that what they have done dwarfs anything that King George ever did and it truly merits the gallows pole. They're getting off easy with a radical cut in their spending habits, that is, spending our money and our descendent's.
