Trump has copyrighted the slogan, and even if Cruz used it first (not sure about that), it belongs to Trump. He made that clear to Cruz when he was using it at a stump speech—Cruz hasn’t used it since.

The phrase was used by Ronald Reagan in 1979. But it seems such an obvious thing to say, I suspect it goes back much further.
