Subtract the loudness Trump is saying it and focus on WHAT he is in essence saying: Companies will be incentivized to keep business HERE, de-incentivized to move it outside our borders. And countries that have an unfair high tariff charging our stuff going in will also have a tariff for their stuff coming here.

It is time to get tough with American companies who sell out to other countries. The economic destruction of America will be the end of America and there will be no going back, Where has the pride in America gone? Out the window with overtaxation to fund countless giveaway projects of the socialists and New World Order supporters. Every product that is built or made in a foreign country is strengthening that country and depleting the wealth of America. Tariffs are a good way to force a pause until taxation can be brought into order. Tariffs once supported the government so it’s time to give them a looksee again. NAFTA is another thing that needs to go if we are going to have a country left.
First of all I don't think an import tariff is picking winners and losers except for the fact that it favors domestic production over imports.
As to whether Congress would pass it? It may not be necessary. Once a visible and vocal POTUS starts campaigning for it, shaming the opposition, it brings a lot of people and a lot of compromise to the table.
Especially if the proposal is coupled with a major reduction in the corporate tax rate.
Of course, a POTUS can temporarily close the border and all points of entry to commercial traffic anytime he chooses. That could add some emphasis and urgency to deliberations.
It must be tough to be opposed to making America great again.
Just bringing up this idea puts a spotlight on the issue of outsourcing and builds pubic pressure to change the status quo of letting corporations do whatever they please. Score another one for The Donald.
