No they would not be forced to shut down. They would be forced to pay American workers for the actual value of their services.

And that is the paradox. If many of those industries paid Americans to do the work, their products would be so expensive that they'd lose customers.

It's ironic, when you think about it. It seems like this country has spent the last 150 years trying to figure out how to deal with the economic realities of the Thirteenth Amendment.
