Yeah that’s true, there’s really nothing they can do. They can scrounge for tips but if these wackos are hellbent on attacking, it wouldn’t take much to work right under the radar. The thing about NYC though, is there are sooooo many Muslims there that are right off the boat, it’s pretty scary stuff. Just take a taxi, probably 70 to 80% of the time you’ll get a Muslim born in another country as the driver. That is a LOT. And there are THOUSANDS of them driving all over that city 24/7. That’s a hell of lot of potential car bombs.
Same with CA. It’s crawling with Muslims...Not to mention millions of illegals which government forces Americans to subsidize.

If a terrorist group called the police and said “We have a truck, car or van loaded with 800 pounds of C5 and sometime soon we are going to detonate that rolling bomb in the Holland Tunnel or on a major bridge causing catastrophic damage and collapse at a rush hour. Good luck stopping us!”
If they did that several times and didn’t blow up anything and then on the fifth or sixth time did. They could cause a lot more fear and disruption than if they’d just carried out an attack. In deed, after that they’d just need to threaten.
