This may seem like a show-vote, but I suspect it’s far more sinister than that. The GPOe want to serve their masters by getting employers immunity from providing health insurance for their employees. In the meantime, in their budget deal they agreed to fund every immigration and cheap labor measure that the US Chamber of Commerce wants.
