So yeah, they can be tracked by store location by seller inventory/sales controls. Carrier could verify activation/non activation and assigned tel. number.

Are they monitoring sales of gas masks? ...ear plugs?.....latex gloves?.......safety glasses? That sort of thing? Were the propane tanks full or empties? The Boston bombers used a cellphone to trigger their pressure-cooker, if I am not mistaken.
I don’t think buying huge numbers of cell phones at Wal Mart has been going on that long, and definitely not going on legitimately or unquestioningly. Didn’t they change the policy a few years back to a limit of 2 in one purchase ? Before that it was 3 or 4.

The mass cellphone reports were from individuals - no monitoring or that of any other commodity. Doubt if the jihadis would have any use for the items you mentioned. Safety is last on their list.
