Exactly. This has been going on for a long time and undoubtedly the vast majority of such purchases are for resale.

Of course somebody somewhere is eventually going to use some for bombs, but they could do that if they purchased them one at a time.

I don’t think buying huge numbers of cell phones at Wal Mart has been going on that long, and definitely not going on legitimately or unquestioningly. Didn’t they change the policy a few years back to a limit of 2 in one purchase ? Before that it was 3 or 4.
