Don’t know about the blister pack TracFones but purchased boxed phones have:

scan for activation code
MEID hex and decimal codes
ICC ID six groups of three digits plus two digits.

Phone number is provided by carrier at time of location, not by mfr.

So yeah, they can be tracked by store location by seller inventory/sales controls. Carrier could verify activation/non activation and assigned tel. number.
