It means Cruz, unfortunately, missed an opportunity to bolster support by saying the same thing as Trump. He didn’t disagree with Trump. He said.... nothing.

Agree, Cruz could have been stronger on this reply, perhaps by saying something like, "I'll let Trump speak for himself, but it may be time to have a closer look at our immigration source-countries".

But that would also require Cruz to believe that we need to bring in fewer/different immigrants. It is not clear yet to me that he believes this. (FWIW, I have contributed money to Cruz)
