Why would you carry empty heavy steel cannisters through the desert? These are the preferred method for trasporting biological weapons, but it is good trade craft to keep them separate as you can’t be charged for carrying them without the terror agents inside them.
If they are separate, the implication is that the biological agents are already in the U.S. or en route.

It is not feasible to attack the municipal water supply. The volume required would involve train tanker cars loaded with material. I have seen the calculations.
The likely targets are as I stated plus city subway systems. These calculations are a very different story.

If they set it off in an area where the Politicians reside, finally the various Western governments will sit up and pay attention, because then they will finally realize this threat includes themselves.
I mean, 9/11 hit us, and within a year or so the politicians of both Parties, particularly the liberals, were slumbering again. Unless it is a threat to them bodily, they return to complacency.

Once again it's the American people who have to rise up and take back the riegns of power from its enemies Obama is being protected by the powerful coalition of Agenda 21 NGOs and multinational corporations who benefit from the continuing residence of a goofball in the Oval Office. If it were strictly a matter of demonstrating his incompetence to a voting public with the power to do something about it, he never would have been elected in the first place.
ISIS is..not exactly a creation, but a useful tool of that coalition - an unintentional defender of the Sunni-Western petrodollar empire against its Shiite-Russian opponents. A bit of terroristic collateral damage among an American middle class they can't wait to liquidate, anyway, does not concern the coalition at all - only that tools useful to the ultimate implementation of The Agenda not be impeded from operating to their potential.
Thus, we get Loretta Lynch threatening "Islamophobic" American citizens who desire to defend themselves against that tool, rather than going after the tool's operatives.

Oh I don't know, if those ISIS-slime know how to read a book, they have probably already read about Southern Airways Flight 49 (43 years ago, 1972) when three so-called black 'revolutionaries' hijacked the plane and threatened to crash it into a reactor at Oak Ridge Tennessee if their demands for 10 million dollars were not met.
