Authorities are responding to a report of 20 victims in a shooting in San Bernardino on Wednesday.
The incident was reported in the 1300 block of S. Waterman Avenue (map), according to the San Bernardino Fire Department.

France has a governmental structure different from ours. "Temporary" suspension of civil rights is relatively easy there, plus it is a centralized unitary government, there are no "states," just administrative regions. They've decentralized a little, but back in the 70's all mayors were appointed by the National administration.

Reporter Adam Houseley (sp?) read a quote from a radio 1070 reporter who interviewed the next-door neighbor:
“3-4 Middle Easterners had recently moved into the apartment of interest in the past couple of weeks. She was alarmed because they were getting a lot of package deliveries and working late at night in the garage.”

Jews have a 17-year period and something like 9 of the years in which a day or two is added in to keep it balanced.
