France’s Interior Minister Bernard Cazeneuve said Wednesday that police had arrested 232 people and shut down three mosques under emergency laws passed

France has a governmental structure different from ours. "Temporary" suspension of civil rights is relatively easy there, plus it is a centralized unitary government, there are no "states," just administrative regions. They've decentralized a little, but back in the 70's all mayors were appointed by the National administration.
