Not only celebrating but apparently knew ahead of time that the plane crashes would happen and were waiting, binoculars in hand.
I’m sure I saw celebrations, IIRC it was in Dearborn though.
I remember going to Logan airport months before 911 to pickup friends. Leaving the airport parking lot, the gate attendant asked me to back up my car slightly. They were photographing every vehicle leaving the parking deck. I thought it was slightly odd at the time. Now I think the government knew something was brewing, but didn't know the right details.
