Putin had his ambassador in Ankara called in twice in successive days prior to the shoot down warning against repeated violations of Turkish airspace.

Turkey is in the process of returning the dead pilot's body to the Russians. Erdogen has already issued an apology, i.e. he wished it never happened. He will not apologize for defending his airspace. He also has a domestic audience.

The fact is that this incident, along with the last seven years, shows just how important a strong American President is to the safety of the World and its'people. You can't release hollow threats about red lines over and over with no consequences and then expect that foreign powers will show you respect.
