I’d guess this guy knows hes not leaving alive so he is going to stay put until they come to him so he can take some cops with him.
This needs to end at some point. It would be excellent if they could wound him and get him in custody. Wonder why they haven’t gone in. Shooter does not seem to be interacting with those sheltering in place.
