D.C. Police Chief Cathy Lanier is an outspoken proponent of gun control (in a district which already has some of the strictest gun laws in the nation). So, when asked by 60 Minutes how people should respond to being near an active gunman, Lanier's response was bemusing as The Washington Times reports, saying that the "best option for saving lives before police can get thereâ would be for citizens to try to subdue, or even kill, the gunman.

If it is a full on terrorist attack with multiple shooters using rifles you don't necessarily have to be out-gunned. You only need to get the first one. You can then take his weapon. There are risks with "upgrading" in this way though too. One, you just took him out, so obviously this means you have to go to an exposed position to retrieve his weapon and ammo. Two, when law enforcement arrives and/or other CC you are going to look like one of the terrorists since you are now similarly armed... So you might want to simply maintain cover and selectively engage...
The real message here is, you need to think about these things ahead of time. Once a situation unfolds, you're not going to have the time nor concentration to weigh these options. If you're carrying, you need to have at least an outline of when you feel you could/should engage, and when you would simply stay out of it.
The weapons are not the point. The point is what are you going to do? If it was your family laying there, would you walk away while the terrorists moved towards them?
Or would you attack?
If you can afford it, take a practical shooting course. Then join a practical shooting club.

Oh now you are talking about if it was my family all of a sudden not a bunch of strangers. Don’t be ridiculous. We are talking about getting caught out in public somewhere with a pea shooter up agains’t hand grenades and AK’s which is what the Paris attacks were.
Try to stay on the main discussion. The point of CCW is to protect yourself agains’t an attack on you while you are out and about. Its not to be the police and run to the sound of gunfire. I a crowded theatre I would be firing at the attackers and moving away as quickly as possible. End of story.
Well yes, actually that is the point in a way, whether you see people about to be murdered as your family. It's a spiritual concept, don't let it worry you to much.
But tactically speaking, how does it differ between your genetic tribe, and other genetic tribes? How do you protect your genetic tribe with just your "pea shooter"? If the gun's the deciding factor, your genetic tribe is dead. If, on the other hand, your will to save lives and your brains and intent to fight back matter, then even a pea shooter would work.
It's not the gun, it's the person.
I dunno. I understand the shooters reloaded FOUR frigging times (so much for a high cap ban). I also understand that those familiar with tactics, say that they also all fired at the same time, allowing for no covering backup as they reloaded.
Whether I would have reacted and attacked at that point is moot - and God forbid I would ever be forced into that position - but if I was armed, even with a derringer, I think might have tried, especially if a loved one was with me.
