Alcohol is very cheap...if you know how to make it. It’s the taxes and marketing that jack up the price.

There is no reason to expect a "proliferation of stoners" - the end of Prohibition didn't result in a proliferation of drunks. Only because it coincided with the Depression- no money to buy alcohol.
I know of no evidence for a proliferation of drunks at the end of the Depression, either.
