How comes nothing comes up on a search for “Secretary for Labor Relations”, even on the US Department of Housing and Urban Development, or the US Department of Labor, website?
Please read more carefully. The period I am referring to is 1986-89. At that time, the Office of Labor Relations at HUD was headed by the Assistant to the Secretary for Labor Relations; I was his Deputy.
Under the current HUD Table of Organization, the Office is called Office of Labor Standards and Enforcement and is headed by a “Director.”

Neither you nor Megan really believe that I am a low paid “Russian troll” based in St. Petersburg, who just happens to be familiar with the decades-old organizational structure of a relatively obscure Cabinet department.
