You back that claim up.
NO department would risk the massive liability inevitable from training “once you start shooting don’t stop until you’re empty”.
This video is prime example of why the trained rule is “shoot to stop”.
“Shoot to kill” leads to exactly this scenario, a la “he’s stopped attacking but still breathing, keep shooting until he’s dead” with prison time for the shooter.
It’s a scene where fear is king.
Many LEOs and citizens do not know how many shots they fired in a deadly force situation. They fire unntil dry.
It's not reasonable to interpert action and assign mottive without hearing the officer's account.
If the shots are numbered in sequence in the coroner's report shots 1 & 2 would have been fatal and all others irrelevant.
Think about it. You have a veteran cop. He knows that there are multiple witnesses, cops and citizens, probably multiple videos.
Do you honestly believe that he would put his freedom, family, pension and everything he owns on the line to murder someone out of the blue?
I guess maybe if he is a complete psychopath but I'd rather review the totality of the evidence before making judgement.
