The "Climate Change Conference and Global Warming Sub-Committee" is going to issue a strongly worded guideline to the terrorists, geared to reducing the number of terrorist bombs which the Conference is going to recommend that the terrorists be allowed to detonate in the future, in order to limit their environmental impact on their carbon footprint.

If that approach is not effective, the follow-up directive from that same Climate Change Conference will not only be strongly worded, but also stringently and severely worded as well.
